With a unique blend of clinical grounding, public health expertise, and implementation science, he drives the translation of evidence into policy and practice—advancing value-based, locally relevant solutions for health systems in transition.

Highlight: Robert is an internationally-educated biostatistician, mathematical epidemiologist and economic evaluation specialist who has published at least 10 scholarly works in Scopus-indexed international journals. He has vast experience in providing consultancies for large projects primarily focused on processing and analyzing large longitudinal health-centric datasets and electronic medical records and developing statistical, mathematical and economic models applied to policy and intervention analyses.

Highlight: Paul is a health economist and public health researcher with expertise in health technology assessment (HTA), costing, and the broader health economics and health financing, particularly in the Philippine and LMIC context. As Co-Founder and Chief Scientific Officer of metaHealth Insights & Innovations, he leads scientific strategy and supervises multidisciplinary teams producing high-quality evidence for HTA submissions across a wide range of therapeutic areas, including oncology, hematology, and infectious diseases. His work spans cost-effectiveness analyses, budget impact analyses, and economic modeling on priority health issues such as heart failure, obesity, injuries, and HIV. With a strong grounding in both public health and health management, Paul bridges rigorous economic methods with policy-relevant insights, supporting evidence-informed decision-making for national health priorities.

Highlight: Nathan is a health systems and development professional with extensive experience in program operations, project management and international development assistance in the Philippine context. As Chief Operations Officer of metaHealth Insights and Innovations, he oversees organizational strategy and operations, supporting evidence generation and technical services for partners including UNICEF, the World Health Organization, and leading pharmaceutical companies.
He served as a Contractor at the Australian Embassy in Manila, where he manages Australia’s development assistance in the health sector, strengthening program implementation, monitoring, and policy engagement. Prior to this, Nathan spent ten years at the Department of Health as a technical lead for monitoring and evaluation of health development assistance, contributing to accountability, performance assessment, and systems strengthening initiatives.
With strong training in nursing, public health, and project management, complemented by fellowships with WHO Western Pacific Region and Women Deliver, Nathan brings a multidisciplinary and policy-oriented perspective to health systems development, research operations, and donor-funded programs.
